Does this emergency light hold a charge when not in use?

While it holds a charge longer than many standard rechargeable lights, the battery will eventually drain when not used. There is a convenient battery indicator light in the front of the unit for easy viewing of when it needs to be recharged.

What does the SOS feature do? I'm looking for a circulating light.

The RZLPRF-R3L lantern will flash (similar to a strobe light) in SOS mode. It does not circulate.
